MG Car Repair: Ignition not turning over the starter, starter solenoid, jumper wire

I will try to be brief. I have a 76 MGB, weber carb. I just traded for it.  The PO had it for a few months and has started a restoration.  I towed it to my my house. All external lights are lights disconnected. Center console removed. both seats removed with wires dangling. The PO is a standup guy and he said he drove it to his garage and it ran great.  He is an experienced restoration mech and said it should start. I completely tested the relay with my multi meter,  I have 12V at the relay on W1.  I have 12V on when i turn over the key on the brown/white wire.  I jumped the relay and the starter tries to start the motor and sounds great (not getting fuel). My problem is when I turn the key all I get is a few of the dangling lights from the console light up.  I also have 12V at the battery and on the cables.  I wanted to crank it up before I pulled it apart, if you know what I mean.  Please help.

W-1 should have the white w/red tracer wire on it and that should not have 12v until you turn the key to the "start" position. W-2 must be a black wire and must be a good ground. C-1 should be a plain brown wire that is hot (12v) all the time. C-2 must have the white w/brown tracer wire and it should get hot (12v) only in the "Start" position.

That is a test of the wiring, Ignition switch and the relay.

The test for the starter solenoid is first to take a jumper wire and connect one end to the battery cable on the solenoid and touch it to each in turn of the two small pins on the solenoid. One pin will do nothing and the other will activate the solenoid and try to spin the starter. That pin must get the White w/brown wire coming from C-2 of the relay. The other small pin on the solenoid gets the white w/light green tracer wire from the ignition coil resistor wire.
