I bought the car with new tires and rims but can't get the tcl or abs light off in the 2000 eclipse gt any suggestions

With the installation of the new rims, it may have knocked loose or damaged one of the ABS sensors on the hubs.  It's also possible your 3rd brake light has gone out.  It's quite unrelated to replacing the wheels, but worth checking.
