ANSWER: Art,
The computer is a good place to start looking.  You can find more info about that here:

If your ECU appears fine, you'll want to start checking the basics.  Test and inspect all the following yourself if you can:
- Battery
- Oil level
- Coolant level
- Air filter
- Spark plugs
- Fuel pump
- Alternator
- Ignition coil
- Drive belts
- Timing belt

Beyond that, you'll want to have a mechanic inspect the car for a further diagnosis.
Good luck!

QUESTION: i tested the ecu with a volt meter like it says in the book and it came back with every thing being good .... so from there i i checked for fuel and spark fuel was easy i can hear the pump kick of when i turn the key and after trying to turn it over a few times and pulling a spark plug it was pretty obvious that i had flooded it , so its got fuel. check spark in all 4cyl and no spark at all per book i moved on to the coil with volt meter as directed and all came back good as well as the ignition module witch is called something different in the book , all good the next thing on the list of most common couses was the crankshaft position sensor this is where things got tricky in one part of the repair book im told that any problems with this would show up as a 22 on the ecu but the ecu was clean and in another part of the book it says to unplug the cps and to take reading on the plug. confused but i did it anyway only every thing in the book says it should be a long 4 pin plug all for pins in a row , only mine 4 pins in a square shape un able to know what pin was what compared to the book i plug it back in and move on ... but on to what by this point i have no idea where to go from here, so i check the ecu again and it codes a 22 this time but then i wonder if its just cuz i unplugged it so i resest the ecu tried to start it the  tested ecu again  ... and now its back to a good everything ok reading?   ... about an hour later a buddy of mine shows up to give me a ride home "as both my cars wont run and there parked an hour from my house" ... i asked him to turn the key for me so i could double check the spark thinking maybe it was just week and thats y i thought it wasnt sparking when i was testing alone but sure enough no spark ... completely lost as to where to go from her i clean up my tool to head home ... in a last ditch attempt at some direction i check the ecu one last time and it reads a 22 again only this time the cps had never been touched any. Any advise? id really hate to spend almost $479 for somthing that turned out not being my problem please please help

Answer
Art,
Looks like your diagnostic was thorough.  The '90 Eclipses were a little different than any other year of Eclipse, and most repair manuals (like Haynes or Chiltons) usually show images and describe procedures of the most common set up.  The '90 is definitely not common.  A cheap alternative you may want to look into for a CPS would be to look in a salvage yard or even eBay.  I would also get some cheap spark plugs to replace your flooded ones.  Even if another CPS fixed your starting problem, you'll still have problems with the flooded spark plugs.  You can get some cheap ones for a $1 a plug while doing your testing.  I wish I could offer more advise.
Good luck!
