my pinin idles at <500 rpm and frequently stalls.  How can I increase the idle speed if there is no cable on the throttle?

That is not a vehicle I am familiar with.  It was mostly sold in the UK and not available in the States.  But your problem is probably just an ignition timing issue.  Have your idle adjusted and timing checked and set properly and that should bring your idle speed bad to normal.  Adjusting your throttle cable, even if you had one, is not the appropriate way to adjust your idle speed.
