Auto body repair & detailing: Plastic refinishing, light coats, buffing wheel

I have a '94 4-runner. The plastic on the luggage rack has turned chalky in the sun. The plastic is smooth, so I had thought to buff with a polishing compound and buffing wheel. What is the best way you know to restore sun-damaged plastic? I also have the rack completely removed from the truck and would like to repaint the metal on the luggage rack. What is the most durable spray paint that is sold in a can (I don't have a sprayer).

I appologize for ansering late my server has been down. OK now to answer your question. Try some hand polish from your local parts store.Apply 2 or 3 times with a dampend cloth let dry. then wipe off. Do not apply in direct sunlight. This should cure your prob. If you metal is blk. I would use satin black bought from the same store and refinish. If not blk ask salesperson what is the best they carry. DO NOT TRY TO COVER IN ONE COAT. many light coats work better.
