Mitsubishi Repair: Galant Overheating?, coolant level, freeway speeds

I have a 2001 4 Cylinder Galant with 94K miles.  During the past couple of weeks, the temperature gauge will jump to "Hot" any time the car is not moving.  When driving at highway/freeway speeds all appears normal.  If I stop in congested traffic, then it will it get hot.  

I have checked coolant level and it appears normal.  

My suspicion was a leaky head gasket, but because it isn't loosing coolant, I kind of ruled that out.  Is this most likely a bad water pump?  What would cause it to be OK at speed, but not at low speed (is it just being air cooled?)

I've never replaced the timing belt so if it is the water pump, I assume I should just have the timing belt done at the same time.  Anything else?

This sounds like a faulty thermostat or maybe your radiator fans arent turning on when they are supposed to(electrical), it could also be the water pump, but try troubleshooting the fans first and change out the theromstat first!  But yes if your going to change out water pump, might as well replace all belts when its broken down.
