The short is 'yes', with a 'but'. Since there was no Eclipse made after 2000 that came with a turbo system from the factory (at least not in the US), you would either need a sophisticated turbo kit to ensure eveything fit correctly, or you would have to be very imaginative, very skilled at fabrication, and very knowledgable about the workings of a turbo system.
Just slapping a turbo in a car with a few hoses will not ensure a good turbo system. There are a whole bunch of items needed. For instance: intercooler, blow-off valve, turbo inlet hoses, intercooler hoses, oil lines, water lines, and other suppliment items like better fuel pump, heat shielding, air filter system, etc.
But yes, it can be done.
