Mitsubishi Repair: fuel delivery, haynes manual, jumper wire

my son has a '91 eclipse non turbo 5 speed GS
troubleshooting via Haynes manual, checked EFI relay, checked out fine. tried to bypass power to fuel pump by jumper wire to fuel pump check terminal and there's no power being supplied to the fuel pump harness at tank. is there a safety shut-off somewhere? checked wiring before it exits the body and still no results. any suggestions? car will crank but will not start.

Check your MPI fuse.  I believe it's located on your positive battery cable.  Many times, if your car's computer detects a problem with your fuel pump, it will blow that fuse (and possible others).  Check all your fuses that are under your hood.  There is not a safety shut-off that I'm aware of (there's nothing listed in the factory service manual either).  

Check your pump to make sure it's actually working.  You can do this simply by disconnecting the pump harness, and hooking your battery (or any 12V DC source) directly to your pump.  If you hear can hear the pump after you hook up the battery, it should be ok.  If everything works, but you're still not getting power to your harness, the harness may be shorting out somewhere.  You'd need to find out where, and patch it up, or replace the whole thing (I'd recommend just patching it).

If your ECU is malfunctioning, it may not be allowing power to get to you pump.  Starting and idling problems are the first signs that the ECU may be having problems.  Pull it and visually inspect it.  Your Haynes will tell you how to access it.
