Mitsubishi Repair: Car will not start, fuel injector cleaner, rubbing alcohol

I have a 1995 Eclipse RS. Front wheel drive, 4 cylinder. Back a year ago we had a timing belt replaced. For about the first 1000 miles it ran fine. Then it started to run rough like it was jumping or hestitating. I took it back and they told me everything was ok but to use some fuel injection cleaners in the fuel. I did and for a while it ran ok. Off and on it still would run rough. It got pretty cold here in Ohio the other night and went out to start it after a full tank of gas and the car will turn over but not fire. It has sinced warmed up some but still not start. Could you give me any ideas where to check? I have felt all along it may have been something in the fuel but I an wondering I took the cover off where the timing belt is and it is a little loose. Could this be any of the problems?

Your timing belt will always feel a little "loose" because its only when the engine is run does the hyrdralic tensioner make it taut.  If adding some fuel injector cleaner worked the first time to cure your hesitation issue, I'd guess your problem is fuel related.  

In the colder winter months, you have a greater risk of moisture building up in your gas tank.  It's usually a good idea to add some gas line anti-freeze at every fill up if your car is prone to hesitation problems like yours.  Also, you may be having a fuel pump problem.  If your fuel pump is not providing enough pressure, your car will experience the problems you described.  If you can get it started, add some gas line anti-freeze (or 99.9% rubbing alcohol if you have it) and see if that helps.  

Also, it's a good idea to check your spark plugs and spark plug wires to make sure they are in good condition.  If you do get it started, take your car to a mechanic and have them test your fuel pump and also your engine compression.  They should be able to pinpoint the problem.
