Motorcycle Repair: 2000 honda elite 50, honda elite, plastic connector

Hi i just bought a 00' Honda elite 50 and it will kick start but the electric start isn't working at all no clicking-anything.
The battery is fully charged so i checked the wiring and fuses that sit on top the battery and i found 2 of the thickest wires had some black electrical tape around them coming up out a multi wire plastic connector closest to the red positive battery terminal (a red 1 and a green 1).

They must have got too hot and arced together and the previous owner taped it over.... i checked the wires and they're still intact so could this mean that 1 of the little black fuse/relay boxes are damaged or something? also the head light isn't working if that has something to do with it? please help! thank you

It sounds like part of your bike is not getting a positive feed.  Check fuses and connections, especially where there are signs of previous 'work' and tape.  Also cehck the ignition switch, as it may not be connecting properly.  You will need a circuit diagram to check the elctrical system properly.   Good luck,  Jan
