Motorcycle Repair: need help: A rough re-jetting summary, vintage honda, pilot jet

ABOUT THE BIKE:
          1979 CB750, 25K miles? Valves need adjust..(loud and could run
better)  It has pods, it has a 4-1, no baffle.  So lots and lots of air gets in
there!  It has the stock jets 102( main -where the needle dips in to) and 68 (i
believe that is the 2ndary?)  I recently cleaned them throughly, and rebuilt
them with a common carb kit which included new seals and gaskets, pilot jet
screw, both stock jets, needle hold-down etc.  It runs pretty good at low
throttle, but is starved at mid-high. floats are spec.
 MY QUESTION:
Ive read that I need to go up to a 120-130 size main jet(where the needle
goes in right?) and work my way down as I hone in on better performance
and economy.  But no one mentions what to do with the smaller(secondary?)
jet. Everyone says to find the proper main jet, then the needle height(mine
isnt adjustable) and then the proper float height, and your done.  What about
that other jet?  Whats the deal?   Do I have a different although similar
procedure to follow?  Thank you.
