Motorcycle Repair: 1994 shadow VT1100C NO FUEL, continuity tester, shadow vt1100c

The bike sat abandoned in a barn for six years or so...i have had the carbs rebuilt by a friend at the honda dealer and the bike will fire and run for a minute on starter fluid but the fuel pump does not seem to be running when trying to start with gas. I replaced the fuel filter. I can get the pump to run by directly supplying 12v to the pump so the pump shouldn't be the issue. What would be the most likely cause at this point?

The first thing you need to do is get a service manual or two. I usually prefer 2 because if you don't understand the explanation in one you can usually figure it out after looking at the other.

There should be a schematic in the manual that will help you to trace the circuit from the pump to the battery. Starting at the point closest to the battery (usually the fuses or ignition switch) check each connection for power by using a voltmeter or test light and when you find where there is no power the problem is between there and the last place you looked. I do not have a schematic of this model or I would make suggestions for likely trouble spots.

It wouldn't hurt to check the fuses too. Remove each one and check it with an ohm meter or continuity tester. If it has glass tube fuses it is possible for them to look perfect but not conduct any current.
