Motorcycle Repair: no power in 4th gear, throttle cables, agear

Hi Mike
I am back. I took the carb apart again on my 83 sporty 1000 keihin carb. Found a rubber ripped and made sure everything was clean and new. I had a carb kit here already so that was easy. cleaned my gas filter. the bike is running better. but I have lost power when I get up into 4th gear. It hits a certain speed and stays there. It's like it wont take any more throttle. it had power, but one day I messed with the big screw where the throttle cables are on the handle bar. and it has been like that since, like it has a governor on it or something. This bike usually wines right like it need another agear now it is just like its on some kind of speed control.other then that it's sounding pretty good and going threw the 1st and 2nd gear ok . then when in 3rd. and 4th it periodically  make like a popcorn sound and the bike will jump forward like it got some gas. Some times I loose the power in 4th and have to drop to 3rd for a min to get it up to 4th again.

That knob your are refering to on the handlebar is a tentioner for the throttle. It might not be working and making the throttle stick. If that is not the problem, recheck your work on the carb. The rubber diaphram you put in might be leaking and not letting the slide open all the way
