Motorcycle Repair: Harley cables, rubber boots, throttle grip

I have replaced the grips on my "o7" ultra classic.  The throttle control on the right side feels too loose.  There are two cables connected to it.  What do they do besides accelerate?  I am confused as to how to adjust them properly for good operation.

One cable is throttle and the other is return. There should be adjustments located close to the throttle grip, under some rubber boots. Slide the boots off and you will see the adjusters. Loosen the locknut on the throttle and turn the adjuster so there is a little slack in the throttle cable and tighten the locknut
