QUESTION: How does one sink the carbs?

Answer
It is done with vacuum gages. You are setting the carbs so they all draw the same amount of air at any given time. This is some thing you local bike shop can help you with as it requires special tools. Also I would not put the bike into 3rd gear until you are around 40mph try it and see how it works. Some times we tend to short shift the transmission.
