Motorcycle Repair: How to adjust a bdl clutch, clutch lever, clutch cable

I just replaced my primary belt on my bike and now my clutch does not want to ingage. Can you tell me what I may have done wrong

Loosen the clutch cable so it has slack in it. Go to the adjuster for the clutch and turn the adjuster outward until loose. Now turn it inward, just until it touches and then back out about 1/8 turn. Now adjust the belt so you have about 1/8 inch play in the clutch lever.
