Motorcycle Repair: Sealed Replacement Battery Wont Charge, ninja 636, headstart

I couldn't get my current battery to start my 03 Ninja 636 without jumping, and would only hold a charge for a start or two after charging overnight, so I bought a sealed replacement CTX9-BS to replace my current YTX9-BS.  Anyway, took it out of the box and hooked it up to my charger, but the Green LED for completed charge lit up instead of the Red LED for charging.  Thought things were fine, so I put it in the bike and it won't even perform the system check on the bike display, which means to me it's a completely uncharged battery, that makes sense given it being shipped.  But, the battery still has the Green LED lit on the charger and doesn't seem to be taking a charge.  What do I need to do?

Try the charger on another battery to make sure it's
ok. Get a cheap multimeter for checking voltage etc.
See if it reads around 13v or so. Some chargers
won't work if a battery is too low, sometimes
it helps to connect another good battery along side
positive to positive, negative to negative to give
it a headstart. If the voltage doesn't come up,
I would return the battery if possible, it may be a dud.
