Motorcycle Repair: 99 honda ace, check air filter, honda ace

i have a stock 99 honda ace that is lacking in power.  It runs good but when passing on the highway it takes a long time to build up speed. what are some ways to improve performance in this area?

Perform maintenance according to the periodic maintenance table in the Owner's Manual.

Avoid lugging the engine in top gear. Keep engine speed (RPM) in the power band.

Check air filter. Clean or replace accordingly.
Check spark plugs. Clean or replace accordingly.
