Question
As I turn the key on and then push the starter button, nothing happens.  Previously, if I turned the handlebars to the left (about 30 degrees from straight ahead), the starter would turn, engage and the bike would start.  Now turning the handlebars doesn't help.  Maybe related to this is as I turn the key on, my headlight won't come on until I turn the key off then on again.  This is an intermittent condition.

Bob, from your description, I think that the ignition switch base is coming apart from the switch assy. This is not uncommon because of the location of the switch, which is always being tugged on by the wiring harness connection.
Honda used to offer repair kits for some of the switch assemblies for this reason.
The switch may be attached with break-off bolts, so removal can be somewhat challenging. You may have to pull the headlight case loose to get to the back side of the upper fork bridge to access the attachment bolts.
