Motorcycle Repair: charging system, ac volts, dc volts

Question
I have a 1987 Sporty that is not charging. Have a new battery, replaced the voltage regulator, checked all the wires and connections, checked the stator output approx 22-24 volts at 2000rpm. Is it possible for the stator to cut out under a load? If the battery is dead and it is not charging will it run if pushed started? If I push it and pop the clutch it starts and will keep running until I turn it off. This is very frustrating, and makes me not want to ride. Please help!  Thank you.

Answer
A Harley will not run without at least 9 volts on the battery and probably wont turn over.
Did you test for a grounded stator with a OHMs meter? Also, your stator should be putting out 12 to 18 AC volts at 2000 RPM. When you tested it did you test for AC volts or DC volts?
