Hi Chris! My problem is I have a 2003 Ninja 250 that seems to run ok but will not idle.  If I adjust the idle up, it will idle some but it still doesn't seem right.  Could I have a spark plug problem?

Hi Kevin.

 Spark plugs do not often go bad.  what you may have is an ignition system problem (coils,wiring,etc) or you could have an issue with the air filter being dirty or clogged.

 In addition to that, there is also the possibility of dirty carbs or out of synch carbs as well as valve and timing misadjustment.  Are those things due or overdue to be done?

Start with that and let me know what you find.
