Answer
Hi Kevin,

By the description given, some carburetor tuning and/or a thorough carb cleaning may be necessary.

Depending on the rider's riding habits, lugging the engine may be preventing the spark plug from self-cleaning and causing plug to load up. Correct (heat range) spark plug?

Clean or replace air filter. It may be too restrictive causing a overly rich air-fuel mixture and fouling the plug.

Ignition system component may be defective.
