Are parts available (oem, retrofit,  or aftermarket) for a 1963 Triumph Cub? This would be for restoring a well used Cub that is beat but still runs to presentable condition.

Yes, parts are available, but you are about to embark on an adventure involving suspense, expense, and frustration. There are numerous suppliers out there, ready and willing to take your money and send you the parts your heart desires. The main problem is finding who has what and when.
