I can get engine started but when giving gas it is sluggish or quits. I pulled and cleaned spark plug ... no help. Could it be fuel filter? Could it be clogged air intake? Any advise you can supply will be appreciated.

Can you tell any history of the Vespa? Was it stored awhile and just getting it running again? anything?

When sluggish as described, it's excessively rich. Check the air filter. Clean or replace it as necessary.

Try this website for basic carb service:

If stored awhile, the gas in the carb may have varnished. If so, the carb will need thoroughly cleaned to restore performance.
