Nissan Repair: nissan primera, fuel pressure regulator, fuel treatment

Hi my 2003 nissan primera 2.2 diesel suddenly would not rev above 1500rpm, I switched the engine off and then restarted it and all seemed well but my next trip it happened again but now as well as not being able to drive above 20mph the engine management lamp is on  and will not reset.

I would say the fuel pressure regulator would be the issue since once it turned off and was restarted it worked until the regulator was stuck again.  I would say a fuel filter, cleaning the regulator and a fuel treatment would solve the problem.
