QUESTION: I was told I have an obd2 that needs to be replaced. I am in California. What is a fair price? Are refurbished ones ok? Wikk my car run better on gas and in general?

If you have a California Car there are three converters.  I would assume they are going to replace the large one at the rear.  An aftermarket or rebuilt unit will work fine.  Factory ones run over $600 bucks and aftermarket ones are about half that.  I would be looking and asking them about the oxygen sensors too since they are usually defective by now.  I have a 2000 Maxima SE and have replaced all three oxygen sensors.  I use premium fuel only.  But, your choice on that one, given the cost of fuel these days.

QUESTION: Thanks for the quick response, are the sensors pricey as well? My mechanic said he cleaned my catalytic converter and my check engine light was off for about 6 months. It is now back on but I also wondered if that was possible? Will my car run better on gas when the converter is changed?

I would change the oxygen sensors before the converter.  If the converter is bad it would be plugged.  The sensors usually go first.  The changing of sensors will make your car run great.  Now, it is a 2000 Maxima so did the ignition coils ever get replaced?  There was an issue when the car was new where the coils would fail and you would get a multiple cylinder misfire code as well as specific coil failures.  Also, if you would send me the codes the car is throwing could really help to make sure you are getting what you need.  Go to Autozone or Checker and get them to read the codes for free.  Email me back with the codes and we'll know what you need for sure.  I hate to spend money for things that do not need replacing and I really want to make sure you get a good deal and your Maxima runs for many more years...  My wife's Maxima has 145,000 miles and still works well.  I have replaced all coils and oxygen sensors...
