Small Engines (Lawn Mowers, etc.): Pressure Washer Carb Flooding, briggs and stratton, internal passages

Question
I have a Craftsman Pressure Washer Model #919.726350 that is about 10 years old. The carb is a Briggs and Stratton. The model # is 499617 and the engine model # is 121602-0206-E1. I'm not sure if these are Craftsman numbers or B & S numbers. The carb started flooding after sitting last winter. I figured it was varnished fuel and the needle valve was stuck. I have totally disassembled this carb and rebuilt it 3 times with all new internals every time. I have soaked the body and blew out all the internal passages with compressed air. The rubber needle valve seat is in place. It is still flooding. What am I missing?

Make sure that the float is level in the bowl, this will cause leakage.
Also when you rebuild a carb there is a small rubber o-ring on the needle valve where the needle sits in sounds this part didn't get installed.
