The problem is most probably the cluster or the connection to the cluster.  If you remove the instrument cluster and clean the contacts with a number 2 pencil eraser.  Lightly rub the contacts and blow off the eraser dust on both the cluster and the connector.  Reassemble.  If this does not correct the problem you will need to source another cluster since the resistor is blown and a wrecking yard cluster is much cheaper than having yours repaired.  Your choice here.  If you have over 100 K miles on the vehicle there is no problem doing this without resetting the odometer.  If you have under 100 K miles then you need to have the cluster set to your miles since it is the law in most states.  Now, you could disassemble both clusters and install your odometer in the new cluster.
