Since the year is 1996 I would replace the EGR valve and the oxygen sensors.  I would remove the converter and diagnose and see if it is actually defective.  Usually, the oxygen sensor is what goes and the converter is usually good.  That is, unless it was driven for a long time with the oxygen sensors defective.  You should have two oxygen sensors.  One is in front of the converter and the other behind.  Check out courtesynissan.com or rockauto.com for cheap prices.  The dealer is quite expensive and if you go to the parts store make sure you get vehicle specific sensors since you do not want to cut and splice.  The length of the wire is factored into how they work.
