Answer
Bruce,

You need to purchase a new key cylinder with a set of keys.  Next, you need to remove the cover to the column, disconnect the battery and remove the air bag fuse and then disconnect the yellow wire that feeds the airbag in the steering wheel.  It will be yellow and marked and seperate from the rest of the harness.  After waiting five minutes you should be able to drop the column for better access and then punch and drill the ignition collar.  Get a Haynes Manual or a factory service manual that shows pictures and diagrams.  Remove the key cylinder and replace it with the new one and reassemble the column.  A fast and cheap way is to source a wrecking yard column with a good cylinder and keys if you do not want to do the change out of the cylinder.
