20% blows warm. i took it to an ac shop and they said it must be
electrcial, and advised me, when it blows warm air do not move any dials and
bring it in. what do you think? this seems a little crazy, they did not
do any checking at all except open the hood and of coarse it started
blowing ice cold air on the way to the shop and worked great for 3 days

If it blows hot check to see if the compressor is activated. That is, normally the compressor pulley spins and when the air is on the center portion locks magnetically to it and that is how the compressor comes on. If it is not engaging and the control is on aircondition then the computer driver that grounds the relay is defective or the relay itself it gone. Now, there is a pressure switch that reads the system pressure and that is how the system cycles so I would try a volt ohm meter and see where the power stops. A good airconditioner shop knows this...
