I bought a used 1996 Nissan Maxima. The plastic of the instrument panel is
hazy. It appears to be on the inside. Is there a way to open it to clean it?

Yes, just remove the cluster and take it a part.  The screws are all phillips.  The haze can be cleaned with armor all on the inside of the lense as well as the outside.  On the instruments use nothing and try to be gentle as the needles are sensitive to touch.  SO, remove the bezel around the cluster and then the four screws that hold the cluster and then pull out the cluster and unplug the unit.  Now, out of the car, remove the lense and clean and reinstall it.
