Nissan Repair: 96 pathfinder le, neutral safety switch, factory security

when i turn the key to start,it wont. i can hear all the relays click, but it seems that nothing gets to the starter. it has a factory security system in it. bought it used has no book, and a three button layout on the driver side visior? could the system be holding the starter out?

I would check to see if the battery is charged and possibly attempt to jump the vehicle off.  If it still will not start use a jumper to the small terminal on the starter and bridge it from the small terminal to the large terminal.  If the starter does not turn the engine over then it is defective and needs to be replaced.  If it does turn over I would be looking at replacement of the neutral safety switch.
