Nissan Repair: Replacing Fuel Pump?, nissan quest, pamplet

I recently ran out of gas in a 1997 Nissan Quest.  I got the gas and the car would not start.  Got more gas and the car would not start.  It was suggested that I have to replace the fuel filter so I did.  I admit I forgot to de-pressurize the line, but because there only a few gallons in the tank, the result was minimal (I think).  Each time I attempt to start the car, I here a whirring noise in the back by the tank.  I understand this is where the fuel pump is.  

Q1: Does the whirring sound mean the pump is working or not working?

I took the top line from the filter off to see if gas would come out when I pumped and try to start the car.  It did not.

Q2.  Do I need to pressurize the line and how do I do that?

I would check the fuel pressure by using a gauge on the fuel rail up at the engine.  The noise could be just the fuel pump motor and it is not puching fuel.  You do not need to do anything for the pump to work other than turn the key on.  If you have no pressure at the fuel rail the pump will need to be replaced.  Follow the directions to the letter on the installation pamplet and have someone standing by with a fire extinguisher.  If possible, do it outside and not in a closed garage and keep drop lights away as not to cause a spark.  Also, make sure the battery is disconnected.
