Nissan Repair: 99 altima, motor shaft, wiper motor

The wipers failed state inspection. It sounds like the motor shaft is stripped. But if I pull the wipers they engage their full stroke

Do you mean when you turn on the wipers with the switch they do not operate? If that is the case the wiper link is probably broken from the wiper motor to the wiper linkage. These parts are available separate, but depending on where  you live I recommend replacing the wiper-links and pivots. The parts will need to be purchased from Nissan.
