Nissan Repair: 1987 Nissan D21 Pick Up, meter connections, amp meter

I have a 1987 Nissan D21 Pick up with Z24 motor. I am having charging Problem with this truck, I installed a brand new alternator but the problem is still there, I checked all wiring and cables they all tested fine, While I was testing these thing I noticed if you rev the engine high about 3500 rpm it will start charging the battery, I get about 14.5 volts but when you shut off the engine and restart it will only show 12 volts or less, only way to get higher then 12 volts is that I have to rev the engine high several time. I also took my old alternator along with new one to the testing shop, I was told nothing wrong with either one of them.
Please help me diagnose this problem.

If the alternator is getting it's switched voltage when the key is on then check the amp meter connections in the vehicle, behind the cluster.  If you only have an idot light then check the master fuses at the positive cable or if yours have a fuse link one of those could be defective.
