Nissan Repair: turbo problems, fuel pressure gauge, nissan 240sx

i have a Nissan 240sx with a rb20det in it. i got two problems with it. one sometimes when i crank it up its like its not getting any gas if i pump the gas pedal really fast it some times eventually cranks. Two when i give it more than half throttle it starts to fell like something is holding it back but if i let off a little its fine.

The first issue sounds like it is either flooding out with a leaky injector or the air meter is going out.  I would check for any codes.  The second problem sounds like the converter is melting internally and plugging the exhaust.  I ahve personally worked on your particular model and I have found that the over rich condition helps to melt the converter.  So, disconnect the converter and see what it looks like inside the pipe.  If the converter is melted the front part of the brick will show it.  Also, the car will really have much more power.  If this is the case simply replace the converter.  On the starting thing I would get a fuel pressure gauge and check the values against a Haynes Manual.  Email me back if you need more.
