Nissan Repair: 97 Nissan XE Pickup Starving for Fuel, fuel pressure regulator, high octane fuel

After a good hard rain, my pickup (which had been running fine) started sputtering on excelleration. I had a friend of mine look at it he says it's starving for fuel. I dropped some B-12 chemtool and filled up with High Octane Fuel to see if maybe it was just a bad batch of gas, but the problem presisted and got worse... What do you think the problem could be and what should i try first? Fuel Filter?

Fuel filter first.  Second, check the fuel pressure after changing the filter.  Another thing would be that the fuel pressure regulator is stuck closed and keeping the pressure down.  But, I would change the fuel filter first and then check the fuel pressure.  You can get a gauge to screw into the fuel rail and check the pressure.
