1996 Nissan Altima 4DR Sedan
How can I remove the key cylinder(where you put the key into the ignition) from the housing mounted to the steering wheel column?
The reason being the steering wheel lock will not release even when key is in ignition.

YOu do not have to remove the cylinder to get the column lock to release.  Take the cover off the steering column and you will see where it has a phillups screw that contains the assembly.  It sounds like the lick needs lubrication to get it to free up.  There is a spring that aids in the release.  I have never seen one of these fail so I am going with it being in need of lubricant.  Also, when you spray some lubricant on it wiggle the steering wheel back and fourth.  You should not have a problem after that.
