Hello Kerry,
It would help to know what type vehicle you have, but I will give you some generic info.

It is possible your heater core is plugged, or, if it has a coolant flow control valve, it could be staying closed.
They pretty much did away with those valves on GM vehicles, but there are still a few, and depending on the age of yours, you might have one.

But a plugged heater core can happen to any of them.
Another possibility is the air flow control doors are not directing the air through the heater core.
One quick test is to feel the heater hoses soon after starting the cold vehicle. They should warm up much quicker than the top radiator hose....actually as quickly as any part of the water pump or intake manifold.
If the heater hoses don't warm up, the core is plugged, or the coolant control valve is closed, or there is an air bubble trapped in the heater hose system.
