Oldsmobile/Buick Repair: olds ciera, oil drain plug, cutlass ciera

we have a 95 olds ciera. my husband is trying to change the oil in it for the first time, however unable to find the oil plug. he has no problem changing the oil in the other vehicle we own. he says that the only thing that even resembles an oil plug has a lock tight on it. is it possible that this is the plug and the guy who did the last oil change put that on? or is he just missing the plug? please let me know where it is!  thanks!!!

I just went out in the driveway, and looked under my own 95 Cutlass Ciera, and just as I remember, there is a plug there.
The oil pan is an aluminum ribbed affair under the engine, and behind it is a nice smooth bottomed pan, which is the transmission pan.
The engine oil drain plug is in the rear edge of the aluminum pan, pointing toward the rear, and looks like it is between the tranny and engine. It isn't in the very bottom of the pan, and you need to slide under there quite a ways to see it.
Somewhere around an 18 MM or 3/4 " wrench.
