Oldsmobile/Buick Repair: windshield washer controls, windshield washer, buick century

hi i am somewhat of a mechanic but this puzzles me. my mother in law went to have her wiper control replaced(it's on the steering column) on a 1997 buick century it took aprox. 3 hours. when she got the car back the washer fluid was not working, she was told that it would take three hours and $250.00 more(the steering column needed to come back off) something does not sound right here. can you help me to understand why this is and what part is in the steering column that will cost so much to replace to get the squirters working. i thought that the only part that was there for this is a switch which controls the pump which is in the washer fluid tank and if they already replaced the wiper control unit shouldn't the switch be part of that control.thanks in advance for any help on this  bob

no the switch is in the turn singal for the wipers wash the colluim would not have to be pulled the cover around the switch in colluim would have to come out then thire is thrft tourks holding the switch replace .
easy job the noise u are hereing is proulbly from the switch . Good luck to u and if you need more help let me know .
