Oldsmobile/Buick Repair: Car horn, olds achieva, side airbag

Question
I have a 95 Olds Achieva with a driver's side airbag. About two years ago, I had the turn singnal/headlamp switch go out. In replacing the stalk, the dealership had to remove the steering wheel. Upon the return of the vehicle, the horn would only work if the wheel is straight. If turned, the horn would not work. The dealership of course charged $250 and denied causing the problem. Well, now the horn will not work at all. It will however honk when I use my keyless entry so I don't believe it to be a fuse. Any suggestions?
