Oldsmobile/Buick Repair: electrical, buick park avenue, dashboard lights

i have 2
1. if i am looking for a dashboard assemble would it be ordered on another name or this one? people can not seem to get this one and call it a odometer ________
2.it is a 89 buick park avenue All electric. the dashboard lights are all weird you can not read them at all. sometimes when you get in the driver door it shocks you. got the steering column checked,it is fine no problem there. turning signals and headlights work but can not read milage,gas,oil,voltage,battery and speed.
