wiper motor does not go into park and motor does not turn on when I turn switch on all the time when it does work sometimes I pull on wiper arm then it works

what model car/van is this? It may have an issue with a park arm an that's why it will not park but as for the wipers not turning on and then start when you pull on the arms that would indicate a issue with the motor it's self. It would be a safe guess that the motor is bad and that is why they will not turn on.
