Pontiac Repair: car wont start, blown fuses, ac delco

i have a 1997 sunfire gt 2.4 and i parked my car one day and went out in the morning and the car would turn over but would not start. the theft light is on solid in the dash. i tried changing the ignition and re learning the pcm, for the new ignition. and the car still did not start. I tried connection a ob2 scan tool and it would not connect. What should I try next and what should I do.

what type of scan tool is this? just a code reader or is it a bidriectional scan tool like a repair shoul would have? If it's just a code reader don't trust it. If it's a true scan tool try pulling data/codes out of the ABS module, Air bag module and or Insterment cluster. If you can communicate with those modules but not the PCm I would start looking at a possable pcm issue here. Does the engine have spark? Fuel pressure and or injetor pulse? I don't know where you live but if you live in the rust belt like I do the PCM's on these cars had a tendency to rot out and the wiring as well. There was a recall for this issue back in the day. The pcm is in the right front fender well forward of the tire by the horn. I would check for any blown fuses in the under hood fuse box by the battery and in one on the left side of the dash. You could have a bad ground connection on the engine block or under the battery tray. If indeed this is a PCM issue the PCM has to be programmed by either a AC delco dealer or a GM dealership. The pcm's are shipped "genaric" with no program in them the same module can fit a multitude of cars and the programming tells the module what type of car it's in and the options associated with that car/engine/transmission etc...
