Pontiac Repair: winshield wiper wont turn off, gmc sierra, arm controller

Question
I have 2004 GMC Sierra 1500 Z71, 5.7 liter, vortec.  My windshield wipers will not turn off.  I can vary the speed with the arm controller but I cannot turn them off without removing the fuse. I have turned the vehicle off, messed with the arm and still nothing.

Any help in the right direction would help, I have 106K on the truck just as a note.  No other none problems at this time.

well it one of 2 things eithere the switch is bad in the steering column of the delay board on the wiper motor is bad. If I had to take a guess I would say it's the delay board on the motor but with out seeing it and testing the circuits I can't say for sure.. It's like 80/20 80 being the board and 20 being the switch. IN VERY rare instances I have seen wiring issues like corrosion at the connector at the motor but VERY VERY rare. Good luck :)
