Answer
Hi Rich:
I think this has more than 1 problem. The ground issue under the sill plate could be your fuel pump issue for sure! as for the blower motor it can be a few issues. If it has automatic A/C the blower motor control module could be bad. If it has manual A/C and the blower stays on HI it could be a high blower relay sticking On But I'm not completely sure of that I don't have access to wiring diagrams further back then '98. to tell for sure unplug the relay for the blower motor and if it turns the blower off you know that is the issue that relay is more than likely powered up at all times. the relay is under that big plastic cover on the rear of the engine compartment it's more than likely on the right side of the relay/fuse box there are a bunch of relays in there. The one for the blower motor has a heavy gauge purple wire in it it should be the only relay with that color wire. The relays all look the same. good luck :}
