Pontiac Repair: 3000 rpm idling, vacuum leak, idle air controller

HI,
PONTIAC TRANSPOT 1991 , 3.1 L
STARTS FINE RUNS ABOUT 1000 RPM TO START OF AS SOON AS YOU START DRIVING RPM GOES UP TO 3000 RPM AND WON'T GO DOWN ANYMORE , NOT IN NEUTRAL,PARK ETC.
WANTS TO GO !! ANY IDEA TO CALM HER DOWN ?

I would first suspect a Vacuum leak, either external or internal. Excessive vacuum will cause a high idle. if external, You should be able to open hood and hear the leak, it'll be a hiss-ing sound, loud to cause a 3k rpm idle.
You could then get the IAC (Idle Air Controller) checked.
Lastly I would have the Throttle body and linkage checked to make sure it is not binding or sticking.
Take it to a local repair shop and have it scanned for codes and let the mechanics look at the data. They'll see abnormal data to help in diagnosis.
