Pontiac Repair: window repair, auto parts store, screwdrivers

I need to fix my window by putting it back on its track. It won't close all way up but I can't get the panel off. My problem is the manual window handle. The thing won't budge. It's like its welded on or something and i've pryed at it but I don't want to break it off. How can I remove it?  (winter months are coming your help would be greatly appreciated)

The window handle is held on by a little horseshoe shaped wire clip.
They sell a little tool at the auto parts store for $9, you can get it off with a rag but you need to be pretty slick.
If you look real hard you can get it off with some small screwdrivers or something pointy.
